Geographical Location

Jinan city, also named Spring city, is the provincial capital of the big economic province of China’s eastern coastal-Shandong province, also the political center, economic center, cultural center, science and technology center, education center, and financial center of Shandong. It is national sub-provincial city and coastal open city.

Jinan is next to Mount Tai in south, to Yellow River in north. Its total area is 8177 square kilometers.

Administrative Division

Jinan has the jurisdiction over Lixia, Shizhong, Huaiyin, Tianqiao, Licheng, Changqing, High-tech Zone, Pingyin county, Shanghe county, Jiyang county and Zhangqiu city.


At the year end of 2015, Jinan City has 1.9967 million households with a total registered population of 6.1325 million, including 3.0493 million males and 3.0832 million females. The resident population in the city is 6.999 million, and the urbanization rate 66%.

Climate Condition

Jinan is located between latitude 36 ° 02 ' - 37 ° 33' N and longitude 116°13′- 117°45′E. At the northern foot of Taishan Mountain, Jinan has diversified terrain, being plain along the Yellow River in the north, plain at the piedmont in the center and low mountains and hills in the south, rising from north to south. The city has a warm temperate continental monsoon climate with four distinct seasons. The winter is cold and the summer hot. Due to the control by polar or modified polar continental air mass, Jinan in winter constantly suffers from the Siberian dry and cold air mass. Thus, northwest, north and northeast winds prevail, resulting in dry, cold and fine weather with little rainfall in winter. In summer, controlled by tropical and subtropical marine air masses, southwest, south and southeast winds prevail, resulting in moist and hot weather with concentrated rainfalls and frequent thunderstorms. Spring and autumn are transitional seasons for winter and summer monsoons, with changing wind. The annual average temperature is 14.6℃, leading the province.   

Natural Resources

1) Land resource. The city has a total land area of 7,998 square km, divided into six kinds—brown soil, cinnamon soil, moisture soil, lime concretion black soil, paddy soil and aeolian sandy soil. The brown soil and cinnamon soil are major ones. 

2) Mineral resources, mainly including coal, oil, natural gas, iron, geothermal energy and construction materials. 

3) The local water resources amount to 1.59 billion cubic meters, including 1.47 billion cubic meters available. 

4) Biological resources. There are 149 families of plants, totaling 1,175 kinds and varieties, and 211 kinds of terrestrial wild animals. 


As one of the famous historical and cultural cities promulgated by the State Council, Jinan is located to the south of Jishui (the old river course is occupied by today’s Yellow River), one of the four major rivers in ancient times, thus its Chinese name Jinan (Nan means south).  

With a long history, Jinan has given birth to talented people from generation to generation. Historical celebrities from present-day Jinan mainly include: Bian Que (real name Qin Yueren), an outstanding representative of Chinese traditional medicine and a miracle-working doctor of the Warring States Period (475 BC-221 BC); Zou Yan, initiator of the concepts of Yin-Yang and the Five Elements and thinker of the Warring States Period; Fu Sheng, a scholar of the Han Dynasty dictating 28 articles of The Book of History; Zhong Jun, a diplomat of the Han Dynasty, requesting to be sent to South Vietnam and making contributions to the cause of reunification of the country; Du Fuwei and Fu Gongshi, leaders of the insurrectionary army of farmers in the late Sui Dynasty; Fang Xuanling, a founding hero and famous prime minister of the Tang Dynasty; Qin Qiong, a famous general of the Tang Dynasty; Yijing (secular name Zhang Wenming) of Tang Dynasty, one of the three major eminent monks in ancient China; two famous Ci writers of the Song Dynasty: Li Qingzhao, representative of the “subtle and concise school”, and Xin Qiji, representative of the “powerful and free school”; Sanqu writers of the Jin and Yuan Dynasties: Zhang Yanghao and Du Renjie; Zhang Qiyan, editor-in-chief of three official history books of the Song, Liao and Jin Dynasties; Bian Gong, one of the former “Seven Masters”, and Li Panlong, one of the seven latter “Seven Masters” in the Ming Dynasty; Li Kaixian, dramatist of the Ming Dynasty and author of The Legend of the Precious Sword and other dramas; Yu Shenxing, senior grand secretary of Cabinet, leading the literary circle in the Wanli Period of the Ming Dynasty; Zhang Erqi, a classicist of the Qing Dynasty; Zhou Yongnian, chief compiler of Complete Library in the Four Branches of Literature and bibliophile of the Qing Dynasty; Ma Guohan, a philologist of the Qing Dynasty and compiler of Books Compiled in Yuhanshanfang House; and Meng Luochuan, a national industrialist in modern times and representative of the businesses of the “Xiang” brand, etc.

Economic Situation

In 2013, Jinan’s GDP reached 523.02 billion Yuan, a year-on-year increase of 9.6%. Of the total, the output value of the primary, secondary and tertiary industries was 28.47 billion Yuan, 205.32 billion Yuan and 289.23 billion Yuan, up 3.9%, 10.1% and 9.7% respectively. The ratio of the three industries was adjusted from 5.3:40.3:54.4 last year to 5.4:39.3:55.3. Calculated by the resident population, the per-capita GDP was 74,993 Yuan, an increase of 8.7%.

Construction of regional service centers proceeds forward steadily. The added value of modern service industry reached 142.98 billion Yuan, accounting for 49.4% of the added value of the service industry.  There are 300 financial institutions of various kinds, with the RMB deposit and loan balances totaling 1,080.81 billion Yuan and 781.25 billion Yuan respectively. The revenue of software and information service industry hit 130 billion Yuan, up 25%; the total value of social logistics amounted to 1,522.53 billion Yuan, up 13.2%; the total tourism revenue reached 52.89 billion Yuan, up 14.5%; and the direct operating revenue of conference and exhibition industry reached 410 million Yuan, up 10.8%. The development of headquarters economy has been promoted, high-tech service industry development plan promulgated and cultivation of high-end services intensified.    

An investment of 79 billion Yuan has been made in 220 key projects in the city, 101.2% of the annual planned amount. The industrial investment of 80.6 billion Yuan has been completed, up 24.5%, including 54.82 Yuan in technical improvement, an increase of 22.3%. The total investment of new contracts added up to 70 billion Yuan, including nearly 80% in advanced manufacturing and modern service industry. The quality of reserve projects has improved significantly. The consumer demand has expanded steadily, with the total retail sales of consumer goods reaching 263.39 billion Yuan, an increase of 13.4%. The E-commerce transaction value amounted to 106.4 billion Yuan, up 29%. Innovation-driven role has been enhanced. There are three newly identified national-level enterprise technical centers, 58 municipal-level innovative enterprises and 214 independently innovated products, with the sales ratio of new products of enterprise technical centers at all levels hitting 48.5%. Solid progress has been made in energy conservation and emission reduction and ecological construction.   

The built area in the downtown reached 470.6 square km, and the city's urbanization rate increased to 66%. Urban rail transit construction officially started. The urban water supply coverage rate, gas gasification rate and central heating rate reached 98.5%, 98.7% and 70.1% respectively. The city's image has improved significantly. Water ecological civilization construction has been comprehensively promoted. The forest coverage rate reached 34%.   

Development of county and district economy has been accelerated. The headquarters economy, building economy and tax-source industries of the four urban districts have witnessed faster development. The revenue of Lixia District exceeded 10 billion Yuan, that of Shizhong District reached 7.25 billion Yuan and that of Huaiyin and Tianqiao Districts surpassed three billion Yuan.

There are 283,000 private economic entities in the city, including more than 5,000 private enterprises above the designated size in three nominated sectors. There are some one hundred technological enterprises newly set up by institutions of higher learning and scientific research institutes in Jinan. The total import and export value amounted to US$9.57 billion, a year-on-year increase of 4.7%. The foreign capital actually distributed reached US$1.32 billion, up 8.2%; and the contracted Chinese investment of overseas direct investment hit US$540 million. The value of offshore service outsourcing delivery reached US$1.51 billion, up 83.9%.                 

The per-capita disposable income of urban residents and per-capita net income of farmers reached 35,648 Yuan and 13,248 Yuan, up 9.5% and 12.4% respectively. The consumer prices rose by 2.8% over the previous year. There were 186,000 new urban employees and 74,000 employees from surplus rural laborers. The registered urban unemployment rate was 2.4% and the overall employment rate of college graduates 84.4%. The number of participants in various social insurances and the social insurance fund revenue hit new record high. The universal health care system has been further improved. Construction of 16,370 affordable houses of various kinds has started, and 8,717 houses (rooms) have been distributed to the public. The standard of access to public rental housing has been reduced, giving the same treatment to migrant workers and local residents.

Jinan City is the capital of Shandong province which is a major economic province located in east coast of China. It is also a provincial politics, economy, culture, science and technology, education and financial centre, an important regional center city, and is one of China’s 15 vice-provincial cities. Having jurisdiction over six districts, three counties and a county-level city, Jinan is an important transportation hub and logistics center. Adjacent to Beijing and Tianjin to the north, neighboring to Shanghai and Ningbo to the south, and connecting Shandong peninsula and central China from east to west, Jinan city is an important junction on Circum-Bohai Sea Economic Zone and the economic development axis along Beijing-Shanghai line. Jinan international airport, with the annual passenger capacity of 10 million, connects more than 30 important cities on the Mainland as well as many international cities such as Hong Kong, Seoul, Singapore, Osaka, Los Angeles, San Francisco, Frankfurt, etc. On September 2nd, 2009, it achieved direct flights to Taiwan. Jinan railway and highway, connects two metropolitan areas, i.e. Shanghai-Nanjing, Beijing-Tianjin, from south to north, reaches the port cities of Qingdao and Yantai to the east. As the hub for 4000 km Expressway in Shandong province, Jinan city links up many national highways such as Beijing-Shanghai, Beijing-Fuzhou, Qingdao-Yinchuan, and so on. It is the intersection of Beijing-Shanghai and Jinan-Qingdao railways, also one of the five stations of Beijing-Shanghai high-speed railway.

Improvement of Urban Functions

Being committed to “building a service-oriented government and create an internationalized environment”, Jinan established administrative examination and approval service center that realizes one-stop services of investment project, which constantly simplifies examination and approval procedures and improves working efficiency; set up a complaint center for environment of economic development, timely resolving customers complaints; and founded overseas Chinese-related advisory group, protecting the lawful rights and interests of Chinese and overseas Chinese. Jinan ranked eighth in the 20 cities that are most suitable for setting up factories in China mainland published by the United States Forbes. National Bureau of Statistics listed Jinan city as one of the nation’s most competitive cities. The city is appraised as one of the best national social security by Ministry of Public Security.
